This position is located in Pacific West Regional Office,
Interior Regions 8, 9, 10, and 12, in the Office of the
Superintendent. Relocation expenses for this position are
authorized. Relocation/recruitment incentives are authorized for
Federal employees are entitled to receive 10.28% COLA in

The incumbent serves as Superintendent of Kalaupapa National
Historical Park, located on Molokai, Hawaii and has complete
responsibility for the administration, operation, protection,
resource management, planning and development of the area.
Kalaupapa NHP, established as a park in 1980, is located midway
along the north coast of the island of Molokai, in the state of
Hawaii. The park is situated mostly within Kalawao County, where
the State of Hawaii Department of Health (DOH) acts as the county
government. The remainder of the park is within Maui County. The
park includes the historic Hansen's disease isolation settlements
of Kalawao and Kalaupapa and was established to commemorate and
preserve the story of those afflicted with the dreaded disease and
their forced exile from friends and family. Hansen's disease
patients were physically isolated from society. There is only 23
acres of federal lands with the park and the NPS administers most
of the park through agreements with the state agencies that own the
Incumbent is responsible for operation of all NPS operation at
Kalaupapa including administration, protection, cultural resources
management, maintenance, commercial use authorizations,
interpretation, park administration, administration and negotiation
of cooperative agreements and leasing, research, planning and
facility development, safety, health and development.
Personally handles dealings with patients and the various
organizations and government bodies. Negotiates and manages the
many cooperative agreements required to administer the park.
Directs maintenance operation and planning for the park which is
significantly impacted by accessibility, transportation
limitations, and weather conditions. Currently, the only access to
the park is via a 3.5 mile trail that ascends 1600 feet and has 26
switchbacks, mule rides, or commercial scheduled air flights.
Incumbent sets the direction and policy for all park programs
and is the principal authority for interpreting and implementing
national programs at the park level. Ensures all decisions,
policies and plans are consistent, and developed through an
inclusive civic engagement, and participatory process.

To qualify for this position at the GS-14 grade level, you must
possess the following minimum qualifications by close of the
EXPERIENCE: At least one full year of specialized experience
comparable in scope and responsibility to the GS-13 grade level in
the Federal service (obtained in either the public or private
sectors). This experience includes activities such as: management
of park or public lands which involved directing staff with
differing purposes and priorities (i.e., cultural and natural
resources preservation and protection, recreation, maintenance,
financial resources); making key operational decisions regarding
budget, personnel, and program execution; executing effective and
timely decisions regarding significant or controversial issues; and
experience in effective supervision of subordinate supervisors .

KALAUPAPA HANSEN'S DISEASE PATIENTS AND NATIVE HAWAIIANS
PREFERENCE POLICY: Preference in filling vacancies is given to
qualified Kalaupapa Hansen's Disease patients and to Native
Hawaiians in accordance with PL 96-565. For the purposes of this
preference, "Native Hawaiians" are persons who are not less than
one-half of the blood of the races inhabiting the Hawaiian Islands
previous to the year 1778. Preference eligibles not currently
employed in the Federal service will be appointed under the
Excepted Service appointment authority Schedule A, 213.3102.
Consideration will be given to non-preference applicants in the
absence of a qualified Preference eligible. In order to receive
this preference, applicants must submit ONE of the following at the
time of application to this position:
- Certificate reflecting applicant's Hansen's Disease patient
status at Kalaupapa; OR
- Documentation reflecting applicant's acceptance by the
Department of Hawaiian Home Lands, State of Hawaii for lease of
Hawaiian Home Lands have at least 50% "Hawaiian blood," OR
- Birth certificate and/or other documentation of applicant and
Hawaiian parent(s) back to applicant's full Hawaiian ancestors
showing applicant is at least 50% "Native Hawaiian."
